Docstrings now accessible in LISA rules

A couple of weeks ago I reported here that documentation strings may be added to LISA production rules, but the system had no exported interface for accessing them. David Young has now exported the accessor lisa:rule-comment, and fixed a couple of doubly exported symbols in the LISA packages.
