Climacs project goals and contribution guidelines

Given the overwhelming positive response to the recently created Climacs project at Common-Lisp.net, Robert Strandh has posted a message in which he explains his goals.

Climacs is mostly meant as a resource for some student class projects. If you plan to contribute, you should read the guidelines contained in the above mentioned message.
